I mentioned the wonderful opening paragraph of Salman Rushdie's Haroun 
and the Sea of Stories -

"There was once, in the country of Alifbay, a sad city, the saddest of 
cities, a city so ruinously sad that it had forgotten its name. It stood 
by a mournful sea full of glumfish, which were so miserable to eat that 
they made people belch with melancholy even though the skies were blue. 
In the north of the sad city stood mighty factories in which (so I'm 
told) sadness was actually manufactured."

I've only watched the first seasons but there are four seasons.
Library has it on dvd or you watch via Netflix or Amazon Prime.
It's addictive.

(I made a mistake when I said that it was one of
her early books. It was not. Her first published
novel appeared in 1981. Steal Across the Sky was
published in 2009. (Her multi-award winning novella
Beggars in Spain, which she expanded into three
connected novellas, was published back in 1993.)
